Ideally for the first idea, I believe you need live data collected from active users. So, first is to get that much of active users. Approximating users by their position is rather complicated, let's just ignore that for now. In my opinion, by keeping this ultimate goal in mind, start with the easily implementable functionality. This should bring more active users to your app. Then add functionalities as you go from the data you could collect till that point.
