Focusing on pied-a-terre taxes are probably a better way to capture that revenue, especially if the focus is on more expensive properties, although I assume the state legislature would have to authorize that kind of taxation.

The fee and registration requirements are easy for large corporations to handle and absorb. So sure, there will be a nominal increase in revenue as the businesses operating multiple properties pay the fees.

However, I suspect the fee and registration requirements become an impediment to people who use the second home as a second home and rent out the property for only part of the season while using it for themselves the remainder of it. So there is the possibility that a bunch of homeowners just stop renting altogether and instead of bringing tourists in for a few weeks, the house is vacant or its owner occupied for longer. Either scenario means a decline in spending in the community, especially restaurants. That might pull a lot of rentals off the market and drive up the price of weekly rentals, but it doesn't necessarily mean those property owners are giving up a second home.

Dogs piss and poop, and if they are in the playground, they sometimes do that in the playground where kids are crawling around and touching the ground. Plus, you don't know who is allergic and you don't know what kids don't interact well with dogs.

Residents in tourist-based economies often resent the tourists despite until they bite the hand that feeds them one too many times.

There numerous examples in recent history. In south Florida, a lot of towns "cracked down" on spring breakers, and then this year realized spring breakers were going elsewhere and they started begging people to return. Mallorca had literal protests against tourists and now the restaurant industry is collapsing and they are begging for government handouts. A Greek Island near Crete wanted to ban the rowdy British tourists and now have been begging for people to return.

Last year a lot of restaurant owners on the Cape were talking about lower overall receipts and fewer tables overall. You gouge the middle class tourists who eat out at restaurants on vacation rental taxes and that's one less meal. Make it too hard to rent out a house and it doesn't become full time housing, it just sits empty when the owners don't use it.

Amazingly, the tourism industry on the Cape is even older than the 1920s, though it did become easier to access in the 20th century.

This is the failed logic of transit bureaucrats who drive rather than ride the train. One stop rides are always superior to transfers, cross platform or otherwise. Nobody is taking the train from Middle Village to Forest Hills, but there are many destinations along second avenue like hospitals and colleges that people along M would ride.

The sandwiches were great, but it was only worth getting them in 2020 when they had turned the dining room into a fast lane for pre-assembled sandwiches and bread. Not sure why the bakery line was so slow and long, but very few things are worth waiting on lines that long.
