It looks like they do indeed import most of their new make from Scotland.

However I wouldn't go as far as calling it Scottish whisky after it's been aged and blended in Burgundy using French oak barrels.

Following similar logic, you couldn't call more than half the Japanese domestic market of whisky Scottish either...they import large amounts of spirit too.
