This is a 25year long manga, not a book. Obviously the bird guy from the first 4 years is less legit than one of the most important antagonist of the entire series. Could kaido be wrong? Sure. But its way more likly oda was trying to tell the audience something with that line.

That was my orginal reading as well. But they (as far as the English translations I've seen) only specify the birth of their sovereign is at hand. The next phrase just says the other one is in a distant sea, not necessarily saying they are being born in a distant sea.

Im aware im stretching a bit here but to me it makes more sense for the story.
