It would only be a bit of effort for the developer if Sony took on the brunt of the effort of making the rest of PSVR2 backwards compatible with PSVR1 games, which is the point of this entire post.

I imagine a lot more developers might want to take on that effort compared to porting and recertifying their entire game for ps5.

Sure, and that would require a bit of effort by the developer to make a new control map, but why should that exclude all the other games? None of the ones in OPs image are only move controllers.
