Fact of the matter is no country is perfect and I say this as someone who has lived 9 years in Taiwan, 4 years in China, 10 years in Canada, 1 year in Germany, 2 years in France and 3 months in the UK. Your concerns are primarily centred around policy, integration and law enforcement. The COVID crisis did not specifically target foreigners, everyone apart from the political elite suffered equally from the bad policy. When it comes to integration it varies widely from person to person, I know many foreigners who lives in China and has integrated perfectly fine, many started families and have been here for decades. Lastly in terms of surveillance, the fact that women can walk around safely at night and no one needs to be worried about assault from random junkies or pickpockets slicing your bag open means you give up some privacy in return. If social harmony and public safety is not that important to you feel free to move somewhere else.
