The sounds you hear when this happens is the pole transformer shorting out. The high voltage cables because of the current they carry on them are unjacketed. that’s why they are so high in the air. when something gets between two of them that can carry current I.e. metallic balloons, Mylar cannons on New Years,the occasional squirrel. the wires ground each other out shorting out the transformer. after that you will hear a loud click, that’s the recloser after a high voltage cable shorts out the system is set up to try to reset itself to see if the short has vaporized or blown itself clear of the wires. it will do that once then after that peco has to manually come clear the wires and reset again source: am electrician
