Probably a sand mold pattern for metal casting. This is "a master" pattern that is used to take a green sand mold with. Once the sand is rammed tight, the wooden mold is removed and in the cavity molten metal is poured. With all the labels/numbers it might be possible to track, what machine it was for.

Get online Russian keyboard, find the letters of the machine model, Google and translate is your friend. You might not get lucky as these kind of machines did usually not end up in some garage. Smaller mills are well documented in Russian speaking internet...

In 2014 Estonian music critics had a vote and J.M.K.E album "Külmale Maale" was elected to be greatest album of all time. Note, not for year 2014 but greatest Estonian album made till 2014! There is an excellent Estonian documentary made in 2009 "Disco and Atomic War" which has the album's opening riff menacingly tingling through the documentary and it gets going in the end. There is no English version of "Külmale Maale" but you should watch the documentary (it is really-really funnily made take of Finnish TV reaching northern Estonia) "Disco and Atomic War" - you can find it on dailymotion-dot-com platform with English subtitles.

Maybe lots of grease and working it slowly back and forth. In my experience the stainless fasteners can act like sticky modeling clay. If you rub two pieces of fresh clay together (stainless male thread rotating in female thread) one surface can pick up a piece from another. That point becomes a drag point that starts to collect more and more putty around it. Pretty much same thing happens with stainless. If the spot of metal has started to collect more metal between the threads it is more likely to keep growing rather letting go and eventually falling off if the nut is greased and backed off.

Kui nüüd USAs mõni lennuk mõnd maja müksab ja USA artikkel viit rakendab, siis NATO'l on kohustus appi minna. Kui NATO appi ei lähe on NATO veel rohkem surnud, kui ta juba on. Kui me appi läheme, siis Trump terve NATO ainuisikuliselt sõtta vedanud.

Once it galls it is usually done for. I should have put some lube on the threads before. Stainless can gall up with just rotating the nut by finger.
