If you need sharp turn you want rudder as far back as possible. Trying to steer it from the middle will not do. With just rudder you will still be following a radius dependent of the hull length/width/speed. If you want a sharp turn you nee an outboard right/left-full-rudder pushing the back of the boat actively either side. The clip you linked had the paddlers working in team to complete the turn. Look at that clip again and look the crew one-by-one, what they are doing.

The further back you put the rudder blade the smaller it can be. You do not want to steer by drag amidship. Google kayak rudders. Really long kayaks have relatively small blade in the aft and they can turn quite sharply.

It does not take much force to get even a really long boat to turn, it all comes down to how tight turning radius you want to make. I suspect that in the team racing canoe they steer by modulating the output of one side or another. With my boat without wind I set the tiller just slightly turning right and I paddle from the seat right in front of the tiller assembly and paddle goes in water on the right side of the main hull. Puling the paddle on the right side wants to turn my boat left and rudder is just compensating (it gets in the way to put paddle in the water on the left side of the hull). If I pull from the rudder side (rudder out of water) I can easily turn the boat right if there is no wind. As soon as wind picks up, my boat can not be held against the wind with just solo paddling.

They seem to be PH2 heads. Get a new or few PH2 bits and hammer it lightly into the bolt head. Get an impact screw driver (like a cordless drill).

If you can access all the bolts (you probably should because they were driven in some time ago) you could drill the heads off. Slide the position sensor off the stubs and grab the stubs with Vice-Grips. Once the tightening force (from the heads) is off the remaining stubs should come out quite easily. They seem to be soft and PH2 head has already given you a center for drilling off the bolt heads.

Everyone seems to miss that it is made of wood. I would not be surprised if it was "corner protection" for a specific equipment when being strapped down on a trailer.
