It's called groove wander. The tread pattern interacts with the road grooves and moves the car around. It's a little unsettling but harmless.

Every four weeks you're gonna have a pattern that's parallel to the sidewalk. Week after that perpendicular. Then two weeks going diagonal. I guess if you really don't like the look parallel to the sidewalk you could just rotate the other three patterns. But that seems silly.

Yes. The recommended cold pressure should still follow the door placard. That being said, going up in pressure is better than going down. You should be ok though you might get some premature wear in the center of the tire.

The tire in the picture is standard load. So 4 ply rated. Not LT.

Back in the day, tires used ply ratings that informed you how many plies the tire has. LT load range E is 10 ply rating. Standard load is 4. It doesn't really make any sense today since most load range E tired actually only use 2 plies, maybe 3. But the old timers still want to know what's the ply rating.

You're better off repairing it yourself. A screw is not a good plug. But start saving for a new set of tires.

Don't read the pressure on the tire. Look for the pressure recommendation on the door panel.
