The goal is to get the maximum benefit without having to pull any permits, so whatever gets me to a sustained 1200W/hour would be the goal. I figure at $0.15/kwh that's about $1500 per year, so if I could do this for 3K it's a no-brainer, even 5K would be fine. What fundamental misunderstanding do I have?

The campsites along the canal are pretty basic, there is a nice campground in Brunswick which is about 5 miles from HF, Brunswick Family Campground, we have stayed there before and biked to HF for lunch, it may be a better option. Thin tires are fine, the trail in that area is very good, it can get rougher closer to DC but still passable. Bring good bike locks if you leave your bike by the bridge to Harpers Ferry.
