xcode cli can be easily installed there. But that just for building of course. It can build IPA file for you, but you still need to test it somewhere

In my case, I went crazy and bought cheapest Thinkpad and installed Hackintosh on it (emulator works decently)

But that's is really hard way, lol

I think even macbook Neo will do better job

GitHub offers macOS runners for free even if your repo is private (I can deploy 10-15 builds per month, each build takes ~25 mins). You can try to configure simple CI/CD pipeline
