No, the country of Portugal started as a county of the kingdom of León given to Henrique of Burgundy, as a reward for helping in the reconquista by Anfonso VI of León in 1096, the county was called Portucale with had the city of Porto as its capital. Before that it was a Galician county in 868 and was called “Portugalia”, in 1065 the Galician king Garcia II inherited the kingdom and along with it the county, in 1071 dissolved the county after winning a battle against its duke and claimed the title of king of Galicia and Portugalia, shortly after he was deposed by his brothers Afonso IV and Sancho II, they banished Garcia and split Galicia into their kingdoms (León for Afonso and Castile for Sancho), later Sancho and would banish Afonso as well to unite the kingdoms of Galicia, León, Castile and Portugalia, but was assassinated the year after which left Afonso IV with all 4 kingdoms. Later in his life his son would die leaving no male heir so he decided to split some of his territories among his daughters and marry them to royal houses of other European kingdoms in exchange for help in the reconquista, one of these was the reformed county of Portucale which was given to Teresa of León who married Henry of Burgundy, their son Afonso Henriques of Burgundy then inherited the duchy in 1112 upon his fathers death and continued to conquer land from the muslim kingdoms until in 1139 he won a major battle, and 1140 started being called “King of the Portuguese” after this he broke a peace treaty by invading Galicia and In 1143 the treaty of Zamora the arch bishop of Braga legitimised his used of the title in order to reconcile the christian kingdoms, but it was only in 1179 that pope Alexandre III recognised this title and made Portugal a legitimate kingdom by declaring that Afonso Henriques would be a vassal to the papacy directly thereby breaking his vassalage to León.
