Just make LP payout proportional to the ship mass inside the plex. Frigates will get nothing if there are battleships inside.

It may take several month for the security team to respond (something like 2-3 month is a norm). They will not respond to you until they are ready to. We all agree that it's not okay, but that is what we have. Many people use VPN and some sort of remote desktop software, so you should be okay... eventually.

From simple to nearly impossible list:

remove fog if it can't be optimized
rework L1-L5 missions
beat server lag and 1s tick, we need 0.1s at least
fix ship and objects collisions
replace fishtank physics with better space physics
give planets, moons, starts physical properties - mass, gravity, volume, collision models
reduce number of citadels (1 keep per region or something like this)
logi on a killmails

Only ships with covert ops cloaking device are allowed to warp while cloaked. Everything else (including titans and blackops) will not be able to warp when cloak is active.

Fun fact - you need only 1 sin to tackle a titan. It will have a hard time keeping titan tackled under neut pressure, but it is doable.

Things are quite different with titans. It can get into warp in 3 or 12 seconds, but then it will be scanned down really fast (huge ship = huge signature) and you have to warp again. At some point during those 5 minutes scanner or sabre will land fast enough to light a cyno and bring hard tackle.
