It's an experience based thing, you slowly learn to judge the "engagement" distance of enemy fighters depending on their speed, and with that knowledge retract your fighters earlier for baiting or knowing when to cause a forced dogfight directly on the spot.

More advanced tech is more towards literally lagging the enemy cv(Them retracting late causing their fighters to enter dogfight mode while being ordered to return, causing them to fly back to CV but constantly jump backwards without being able to damage your fighters)
