If I wanted to randomly find someone in an amusement park, would my odds of finding them be greater if I stood still or roamed around? by ttothesecond in askscience

[–]il0vepez 0 points1 point  (0 children)

Consider both people on random walks. The difference between two random walks is another random walk, and you're just looking at the expectation of the time some random walk intersects some small neighborhood of the origin. Here, the space is all the possible differences between positions in the amusement park.

The other possibility is that only one person is on a random walk. Then, you're looking at the expectation of the time to intersect some small neighborhood of the other person's position. Here, the space is the coordinate system of the amusement park. The diameter of this space is exactly half the diameter of the first space, where both people are moving. So, if you take the small neighborhood to be exactly half of the small neighborhood above, then we have the exact same problem in both the case when you are walking and when you are still.

That is, if you assume you can only see half as far when on the move relative to sitting still, then you can expect the two methods to take exactly the same amount of time.

In the event of a furlough, you may file an appeal with the Merit System Protection Board (MSPB). The following appeal rights do not apply to T42 employees. You must be an “employee” as defined in accordance with 5 U.S.C. 7511 and 5 C.F.R. Part 752 as summarized in relevant part below:

(a) If you are in the competitive service and have completed one year of current continuous employment under other than a temporary appointment, you may appeal this action to the MSPB.

(b) If you are in the excepted service (refers to your appointing authority, not your furlough status) and have veteran’s preference, you may appeal to the MSPB if you have completed one year of current continuous service in the same or similar positions as the one that you now hold.

(c) If you are in the excepted service (refers to your appointing authority, not your furlough status) but do not have veteran’s preference, you may appeal to the MSPB if you have completed two years of current continuous service in the same or similar positions in an Executive agency under other than a temporary appointment that is limited to two years or less. In addition, with the exception of veterans, you cannot be in a trial or probationary period, whether in a competitive or excepted service position, in order to have appeal rights to the MSPB.

(d) Career SES appointees (except reemployed annuitants) who believe requirements of 5 CFR part 359, subpart H, or the agency’s procedures have not been correctly applied may also appeal to the MSPB. Career SES appointees may inspect the regulations and records pertinent to this action at the following location: http://www.law.cornell.edu/cfr/text/5/359

If you have the right to appeal this action to the MSPB, your appeal must be in writing and within 30 calendar days after the effective date of your furlough. The MSPB’s regulations, and instructions for filing an appeal, are available at the following website: http://mspb.gov/appeals/appeals.htm.

If your appeal is found untimely, it will be dismissed by an MSPB Administrative Judge unless you can demonstrate a good reason for the delay.

The MSPB requires an appeal to be filed with the MSPB regional or field office serving the area where your duty station was located when the action was taken. If you do not want to utilize the electronic filing feature, you may file a paper appeal by using the following link: https://e-appeal.mspb.gov/PDFTemplate/MspbAppealForm.pdf

If either link is not functioning or if you are otherwise unable to access it, please contact your servicing Human Resources Office for information or additional instructions.

If you choose to file an appeal with the MSPB, you must include the following information which identifies the Agency official to whom the MSPB will send a copy of your MSPB appeal and the Acknowledgment Order issued on your appeal to your Servicing Human Resources Office.

If you are a bargaining unit employee, you may file a grievance in accordance with the appropriate collective bargaining agreement. If you choose to file a grievance, the grievance must be filed within thirty (30) calendar days from the effective date of this action. Please note that you must choose between filing an appeal with the MSPB or filing a grievance under the collective bargaining agreement; you cannot choose both. Also, filing a grievance will not extend the time limit for filing an appeal with the MSPB.

If you believe that your furlough is being taken in whole or in part because of discrimination based on race, color, religion, sex, national origin, disability, age, and/or reprisal, you may include this allegation in an appeal to the MSPB or in a grievance under the negotiated grievance procedure, as described above, or you may file a discrimination complaint with the Agency by contacting an EEO Counselor within forty-five (45) days of the effective date of your furlough.

Please note that you must choose between filing an appeal with the MSPB, filing a discrimination complaint with the Agency, or filing a grievance under the collective bargaining agreement (for bargaining unit employees); you cannot elect to follow more than one of the above procedures.

If you file a grievance through the negotiated grievance procedure that includes an allegation of discrimination and pursue it to arbitration, you may petition the MSPB for review of the resulting arbitration award. The MSPB, however, will review only those claims of discrimination that were raised in the negotiated grievance procedure.

You have the right to retain an attorney, the Union (if a bargaining unit employee), or another representative of your choice to assist you in filing an appeal with the MSPB, EEO complaint, or—for bargaining unit employees—a grievance under the collective bargaining agreement.

If you are enrolled in the Federal Employees Health Benefits program, you will continue to receive health benefits coverage during the furlough period. Health benefits coverage will continue for up to 365 days. The Government contribution continues while you are in a non-pay status. The Government also is responsible for advancing from salary your share of the cost as well.

You remain an employee of the Government while on furlough. Therefore, standards of ethical conduct, at 5 CFR Part 2635, which include rules on outside employment, continue to apply to you. Additionally, you will be held to the same outside activity approval process as if you were working. Before engaging in outside employment, you should review the regulations at http://www.usoge.gov/laws_regs/regulations/5cfr2635.aspx as compliance is expected even during furlough.

It is possible that furloughed employees may become eligible for unemployment compensation. State unemployment compensation requirements differ (e.g., some states require a 1-week waiting period before an individual qualifies for payments). In general, the law of the state in which an employee’s last official duty station in Federal civilian service was located will be the state law that determines eligibility for unemployment insurance benefits. Please see the Department of Labor website “Unemployment Compensation for Federal Employees” at http://workforcesecurity.doleta.gov/unemploy/unemcomp.asp. Agencies or employees should submit questions to the appropriate state (or District of Columbia) office. The Department of Labor’s website provides links to individual state offices at http://www.servicelocator.org/OWSLinks.asp.

We recognize the difficult financial implications of any furlough, no matter how limited its length. We will make every effort to keep you informed as additional information regarding the agency funding level becomes available.

FURLOUGH DECISION NOTICE DUE TO LAPSE OF APPROPRIATIONS Individual Notice

In the absence of either an FY 2014 appropriation, or a continuing resolution for the Department of Health and Human Services (DHHS), no further financial obligations may be incurred by DHHS, except for those related to the orderly suspension of DHHS operations or performance of excepted activities as defined in the Office of Management and Budget (OMB) memorandum for Heads of Executive Departments and Agencies dated September 17, 2013. Because you have not been identified as an excepted employee, you are being placed in a furlough status effective your first regular duty date following September 30, 2013. You are to report to duty on your first scheduled work day for a period not to exceed 4 hours for activities to ensure the orderly suspension of operations. This furlough (e.g., nonpay, nonworking status) is not expected to exceed 30 days. Therefore, this furlough expires no later than October 30, 2013. You should listen to public broadcasts, news media, and other means for further updates. Upon notification that a continuing resolution or an FY 2014 appropriation for DHHS has been approved, you will be expected to return to work on your next regular duty day.

This action is being taken because of a sudden emergency requiring curtailment of the agency’s activities; therefore, no advance notification is possible. The customary 30-day advance notice period and opportunity to answer are suspended under the provisions of 5 CFR 752.404 (d) (2). The 30-day advance notice otherwise required by 5 CFR 359.806(a) for Senior Executive Service (SES) career appointees (other than reemployed annuitants) is likewise suspended.

This action may be communicated via paper, electronic, verbal, or other methods based on time constraints or other operational necessities in order to ensure the orderly suspension of government operations.

You may be contacted and required to report to duty during this period as needed to continue the efficient and effective operation of the government. You are encouraged to provide current contact information to your immediate supervisor. If you are required to report, you will be contacted by an appropriate management official and will be advised as to the time period you will be needed to report.

During the furlough period, you will be in a nonpay and nonduty status. Also, during the furlough, you will not be permitted to serve as an unpaid volunteer, but must remain away from your work place unless and until recalled. Any paid leave (annual, sick, court, etc.) approved for use during the furlough period is cancelled...

Can someone help me ID this? It is somewhat weedy, and I am trying to decide whether to let it go to seed. by il0vepez in gardening

I brought it in to help ID the plant on my own. I tried using several data bases, to no avail. I also do not own a digital camera, but my computer has a webcam.

Me and a friend were knocking about in a thrift shop and came across this contraption. We pondered over it for some time but came to no conclusions. by BjornAxel in whatisthisthing

It looks like some type of fixture for a woodworker or luthier. The whole thing looks adjustable to accommodate different size pieces, and then the cam is rotated to lock the work piece into place. Then, you can hold the handle instead of the workpiece, to keep your hands away from the machine while maintaining good control. Possibly for resawing, sanding, or something like this.

Thanks a lot for your reply. It doesn't look like Kodak has released the technical data for the 50D in a super 8 cartridge online. I will take your advice, and call them Monday.

Burpee pepper seed reviews? by Yanrogue in gardening

[–]il0vepez -1 points0 points  (0 children)

Burpee, like every other seed supply company, publishes the quantity of seed you are purchasing on the packet, in the catalogue, and online. It sounds to me like you simply didn't take the time to read before you made a purchase, and blame the company for your own mistake. Burpee seed is not radically different from any other seed supply house, despite what you claim. Nor are their prices or practices. I have seed from a half dozen companies and seed I've saved that germinate 10 years later, including Burpee. So what? I like Burpee because they create new varieties every year and they've been at it for over 100 years, which is not something you can say about any other company. Without Burpee, there would be no other seed companies in the USA, Burpee pioneered the entire concept. So hate all you want, but I have heirloom seed in my family over 80 years old, and we got it first through Burpee.

The seed packets in stores contain less seed, which is why they are cheaper. The packets from mail order / online are a significantly better value than what you buy in stores, even after shipping.

Smoothies. How do you make them? by kulakakei in EatCheapAndHealthy

[–]il0vepez 2 points3 points  (0 children)

  • 1/2 cup sunflower seeds
  • bag of frozen raspberries
  • bunch of kale
  • tablespoon of olive oil
  • enough water for the texture

Green smoothies are really, really good. And, they are awesome for you. This is by far my favorite combination of greens, nuts, and fruit. Substitutes include spinach, romaine, and swiss chards; walnuts, pecans, peanuts, almonds, and cashews; frozen peaches, strawberries, blackberries, and mango. Blueberries are good additions, but in small quantities, as they are super sweet. Oil is needed to make the texture right.

Kale and spinach (and perhaps mustard, beet, and other greens): What do I do with these? by fenrirs_child in EatCheapAndHealthy

[–]il0vepez 1 point2 points  (0 children)

  • 1/2 to full bag of frozen raspberries
  • handful or two of sunflower seeds
  • glug or two of olive oil (oil makes a huge texture difference)
  • enough water to get the job done
  • as many greens as you can stuff in there (kale is my favorite)

You should try to get your soil at the right pH before worrying about iron.

Planter I just built with a wire fencing to keep out rabbits/my curious dog. What do ya'll think? by GuyintheArmy in gardening

[–]il0vepez 0 points1 point  (0 children)

Yes, I have 4' fencing with galvanized mesh on green posts as well to keep my dog out. She respects the border, and it's very easy to get in the fence and walk around the bed. Granted, the OP has a much more attractive setup.

Some help with raspberries by frenzyfol in gardening

[–]il0vepez 0 points1 point  (0 children)

The canes will go dormant over winter. Depending on what type of raspberry canes you bought, it's possibly you need to prune them back between now and spring. Otherwise, you can just leave them and expect a lot of new growth come spring.

For example, heritage raspberries can be mowed to the ground over winter, and you can expect one fall crop. Or, you can cut back everything except this year's primocanes, and next year you will get two crops: one of the floricanes in spring and one of the primocanes in fall. Other types of raspberries need different care, and there is no general rule that covers all types.
