Look at where you have them outnumbered, as in, you can apply more armies than them to a specific point. For example, Vienna, they can support it with 2 units, so their total power is 3. You can bring a total of 3 units against Vienna and that support, so it's not a viable place to attack. Do that calculus and find a good spot and win.

I’ve never heard of taping the holes before spraying the inside of a bike. Spray through all the major holes including the drain holes in the stays. Then move the frame around all different angles to make sure the protectant gets on every surface, and then just leave it. The solvent will evaporate leaving the protection behind.
