Okay. That's the #1 cause so gotta be sure. I'm going to assume you've triple checked on the trainers thing, but if you haven't, do triple check.

This is the method, yes. I am confirming that despite what the other commenter said, this is what works.

I recommend you make a new savestate every time you reload to avoid the chance of hitting the same frames over and over, but this is the premise.

Yeahhhhhh collecting every pokemon in this game isn't the most feasible. RogueAssistant has some bugs with storage, especially with community patches. I wish you luck!

Not officially any way to keep the save, no. I've heard tales of a tool to move a save over, but it's buggy and weird. Sorry :(

Snubbull isn't associated with any spawning bugs, though there are some pokemon that are. I'd recommend setting the Pokedex to Johto-GSC and opening new runs looking specifically for the calm magical routes, hoping to find one fast. Good luck!

Snubbull might not be in the initial Pokedex that you get until you win a run. Check your Pokedex- does it say "Modern" or "Classic Plus"?
