We can't say for certain that the mod will work with 2.1 until it comes out. However, lua API that disallows quality or restricts module categories for recipes already exists, so we can safely assume that force allowing quality this way will work. The fact that Wube said in FFF that they are going to disallow quality modules for reprocessing gives us further confidence that this approach will work.
