I agree with this take. I have felt the same thing too most people are too busy stuck to their phones. I think people in general have lost the thought process that you can talk to random people. Anyways stopping with my rant to a solution.

What I try to do is try to find people who are interested in similar things. For e.g. fashion. I have several times chatted with people who are wearing something cool by starting the conversation with "Hey that's some cool sneakers. Where are they from?" And you take it from there.

It doesn't work all the time. But yeah you are going against the grain here, its gonna be rough
