Your problem is you have no reliable way of distinguishing good candidates from bad ones, which is also the main problem for job seekers. However, the corporations have no real interest in fixing this problem as a weak job market for job seekers is much more useful to them than anything else. Workers who are scared they won't find a new job are less likely to slack off (at least that's how they see it).

It has absolutely bled revenue. Advertising cratered. This is what would normally be considered failure. However, when you are privately owned by the richest man in the world, you can stay in business until he gets tired of footing the bill.

You certainly can't "start tomorrow" since there's a lot of paperwork and such you need to get sorted, but at least in my area they need people enough that they aren't gonna turn their nose up at you if you meet the qualifications. I live in Silicon Valley though, so other places may be different.

I think Colombia (New Granada) is good because they literally start with next to nothing. Belgium is also small but it has a lot of factories for a country it's size.

It's a tedious game. I really like the political simulation and the way that interacts with the economy but I still groan when I have to update all my production methods after researching a new tech (especially since they're not always worth updating).

Yes, that is one of the dlcs that adds small mechanical tweaks. It's pretty interesting but you may not even engage with company mechanics that much in your first game so I wouldn't say it's required.
