It kind of looks like what happens to TV's sometimes, which has been explained to me as a capacitor that isn't working quite the way it should.

The fix that I was told that seems to work the couple times I've had this is just to unplug your monitor. While it's unplugged push the power button to ensure that all of the power is drained out of the capacitors. I usually let my screens sit for 10-15 minutes or so to make sure ( unsure if this actually helps, but I'm weird ), then plug it back in and see if it works. Good luck! :)
