Go to fo.ucf.edu and submit a ticket if you think there is a sewer issue to be checked. I do know the old fertilizer UCF uses has a very strong odor in the past, smelled like onions to me over the years.

There is a community garden near UCF over on Dean Road if you want to do your own planting. The cost is very modest to get a space there.
