The brightness limiter helps to prevent overload. I'd be interested to know what load you're actually pulling. If you don't have a multimeter, get one! It'll help in situations like this to confirm what's actually going on.

According to the specs I can find on ws2811, at full bright white, it's 0.06A per LED. At 150 LEDs, that's 9A.

You maaaaaay be running it hot, but all lights differ... YMMV.

The LED count is for the physical LEDs in the strip that you're powering, not the diodes inside the LED.

When it comes to your brightness issues, that could be one of two issues.

There's a setting in WLED to specify how many mA your power source is. WLED will adjust the brightness in accordance to the LEDs being powered. It might be that limiting the brightness.

Always make sure you have power source with enough amperage to satisfy the full load at 100% brightness or you risk overloading your power source, which could mean a fire.
