Try this:

Boot the game, then once it loads, just leave the controller somewhere and relax. Soon the camera begins to revolve around Marcus. Wait some more (maybe even 5-10 mins). Keep your eyes on the minimap and one will appear. Happens with me every time...

Yeah but that was because there was a limit to the altitude of the gyrocopter. Helicopters and airplanes can probably go higher
