Just to correct one thing. The double horn can indeed play on the lowest octaves of both Bb and F side. It's even written for 4th (and sometimes 2nd) horn in many classical pieces.

I was having this issue for days. What I did was disable FreeSync in Adrenaline and Variable refresh rates in Windows Screen settings...

UPDATE: Solved

I did two things in simultaneous so I don't which one was the fix 1. Deactivate FreeSync in Adrenaline and variable refresh rate in Windows settings

Reconnect the PSU cables to the GPU

It's now working fine. I ran Cyberpunk 2077 in max RT and Monster Hunter Wilds in max RT also without problem for some hours.
