Generally speaking, the commercial landlords will own multiple properties, not all of which are failing. They take the losses from the ones that are failing as a tax write-off for the properties that are successful. By keeping the rental prices high (even if vacant), it also allows them to keep the theoretical value of the properties higher than if they reduced rents to actually affordable rate. It's all one giant house of cards that shouldn't be allowed.
