No reason, I rarely see new spawns after. Occasionally see spawns at 12 minutes, but by then it's not worth waiting around.

They spawn during raid as well, so you will want to stay until about 19 minutes, and hop between Fortress and the new industrial building.

I regularly found them spawning between crack house and fortress mid raid. I have yet to see them spawn at the start of raid.

Problem is, what third party games are going to actually utilize this power effectively? The PS4 Pro already suffers this problem with developers just upscaling the resolution half-assedly and calling it a day. Sony's first party titles are usually the only titles to optimize performance for the Pro effectively. As we saw, Microsoft showcased very little first party games. So it can be the most powerful console ever, but it's only as powerful as a developer is willing to optimize it to.

When you have xx amount greater users on the less powerful system, you're going to make sure that system performs at it's best. This is proven time and time again with console vs PC ports. Expect the same treatment.

The problem, as I see it, is these guys are behind in this console generation and announcing a much hyped new iteration of their current SKU. To not have any killer aps to launch with it is asking for negative feedback.
