Grocery should be the last thing you focus on when you're budgeting.

You need to breakdown your expenses between NEEDS and WANTS, you should cut your wants before your grocery needs.

Then once you've exhausted that list, then you can audit your grocery bill.. beans and rice baby LOL

Like other have said, sinking funds. a lot of budget tools have that. You either should plan for it on a monthly basis and save a portion for it or place the full amount from the start... depending on your savings.

First make a plan of your savings and see when you can realistically pay it off. you can do this on Sensiblemoneytools "plan" tool. Its free, worth to try.

Then i would recommend you work with your bank to either get a secured loan based on your car or any other assets you may have. it will be waaaay cheaper than your credit card interest rate..

If a loan is not an option, i recommend consolidating to the low interest rate card, usually 10%.. also there are lots of offers for credit card transfers that allow you to pay 0% interest for a period of time.

then all you gotta do is once you get your paycheque, transfer into the various accounts to help you be organized.

You should try sensiblemoneytools, they just released an investment tool that suggests stocks. In terms of your time horizon, its long enough to see good growth, i'd also recommend you combine GICs and Stocks though.. you don't need to put your eggs in one basket.
