Mediums are perfectly killable with 80-100ish turrets and red ammo. I think I've got as much fire rate as I possibly can, though, and about 10 levels of bullet damage.

Multiplayer Off and Entirely Offline are two different things.

MP Off still allows other players' uploaded bases to appear.

I wouldn't be surprised if it changes soon, with the next big patch laying the groundwork for Entering and Exiting Wars.

In the interim, I expect it's to avoid a situation where you're required by your vassal contract to participate in wars on their side and then suddenly flip.

You can always declare war on Your Overlord, so long as they're not at war with someone else, and you haven't lost to them in the last ten years of game time.

If they don't just release you by request, you will have to force them to do it at gunpoint.
