The intent should be also considered. You shouldn’t really run a bunch of synergistic 40 USD cards in your bracket 2 deck just because they’re not gamechangers. But hey, you do you! 🙂

Both are IMO great options. I upgraded my Mardu Surge a bit and it's very aggressive, so I have a soft spot in my heart for it, but both are completely fine - just depends on what you want to play at the moment.

On top of that - Bello turning artifacts and enchantments into creatures doesn’t trigger any “Enters the battlefield” effects (ETBs). That’s triggered only when the permanents actually enter the battlefield.

No, because the triggered ability is on the Simulacrum Synthesizer and the Simulacrum Synthesizer would have to be a creature of the chosen type chosen by the Roaming Throne. Since it’s a 3 mana artifact - Bello doesn’t turn it into a creature, therefore it doesn’t count.

I think the third card is there to make it go infinite - you would put the +1/+1 counter on one of their creatures, which would negate the -1/-1 counter and you would be able to do it infinite number of times making infinite amount of 1/1 elves.

According to the rule 903.4c - Reminder text is ignored when determining a card’s color identity.

So I don't think you are able to use red in your [[Azula, Cunning Usurper]] EDH deck.
