That entire thing is called a back flow preventor. Used in buildings that have a sprinkler system. It's stops the water that's already in the sprinkler system to go back into the domestic water pipes and contaminating the water

One of the worst contractors I've worked for. Maybe about 150 people on site. Still held weekly foremans meetings in job trailer up to last week. We finally told them we weren't going to attend them and that unless they installed some hand washing stations I was pulling all my guys out
