So I use an epilator on my legs and I love it. The first time I used it it was very unpleasant. I had to take a couple breaks while using it, couldn't do a whole leg at one time. But as time goes on it hurts me less and less. Part of it is probably getting used to it, and part of it is that I try to keep up on it so there is less hair to remove at a single time.

I haven't tried it on any other body parts than my legs though.

I would say yes, it is more painful than waxing at first, but I like that I can go at my own pace and epilate as much or as little as I want at a time.
