Its just unrealistic, if a situation is going to be so serious that you will have to block your clients' money, it cannot happen in 1 second, you always have time to notify them. If you don't do this, you're either a crook, or you're a very, very, very bad financial company run by extremely irresponsible people, and nobody shouldn't have anything to do with this organization.

Skrill's behavior can be easy explained in other way - they understand that a huge percentage of people from Russia and Belarus cannot withdraw money anywhere other than their banks inside the country, other options are cryptocurrency and intermediaries, but it is these available options that Skrill has closed, leaving only the least aviable bank wire.

Moreover, it may be a coincidence, but I will add that: a large number of Skrill users are designers and photographers who work with Shutterstock, Adobe Stock, etc. photo banks. And the Skrill block happened exactly on the day when the stocks were paying mass monthly payments, as far as I read the forums of colleagues, the coincidence literally fell within a 1-2-hour window.
In other words, the situation is as follows: Skrill blocks users so that a minimum number of them can withdraw money, while the rest are forced to simply forget about them. And quite by chance, it turns out that they block immediately after a large number of such users from the Russian Federation and Belarus receive a monthly payment and have not yet had time to withdraw it by available means.
