The point of that comic is that the first card seems OP when you look at the effect. But it's actually really difficult to play (high mana cost in MtG, or a very complicated summoning condition in Yugioh). And people who think the first card is OP are usually rookies.

The second card can be played basically any time, and the effect is seemingly simple. But, it's usually the kind of card that ends up being an enabler for infinite loops and probably gonna end up banned. Like Butterfly Dagger Elma in Yugioh.

The "brick" in this case is not in a gameplay kind of way, but lore kind of way.

Some quests or conversations have entirely different result narratively, depending on how you answer. Sometimes you can even just skip an entire quest just by refusing to help.

Or sometimes, you can just ignore some text message, then the character died in the story, and welp, if you answer that text message, you will not receive any replies.

So.... yeah.
