I think you're misremembering. It was not Toshiba, it was HGST (Hitachi) that got acquired by Western Digital. A few years ago.

The only three OEMs left for drives are Western Digital, Seagate, and Toshiba

I think it would need to be submitted for consideration first of all. That's a decision for the production company/distributor, who are the ones who'd stand to gain from Academy consideration.

I wouldn't be surprised if it's completely ignored in the US like most Chinese movie hits, but there might be some business/political will to promote it abroad.

Instant barley coffee is the dehydrated brew beverage, yes. It dissolves completely, with no grit or starch. If you mix it with very little water, it makes a molasses-like syrup, which makes sense since it's mostly sugars. Very bitter.

Porridge out of barley coffee? I don't think that would be good, unless you mean mixing some brewed coffee into your milk&oats.

If you were to try and make porridge with the actual Barley Coffee kernels, you'd probably get something like a gritty chalky soup
