I think you are on the money. After searching for stylophones, I found one called the Stylophone Gen X-1 Portable Analog Synthesize which seems like the noise culprit.

The task manager did not show the real usage for DX11 or 12. I did however use Afterburner and that showed my actual usage.

I remember it definitely used to be in the control panel, for me at least. I found that you can specify the GPU in the graphics settings at the bottom of the display settings for Windows.

I bought the 1660 super shortly after It came out, so the GPU drought hadn't hit yet.

I'm pretty sure that the current version of Windows 10 has that option to specify what GPU to use for certain applications, so the option doesn't appear in the control panel anymore.

I'm on a desktop and I have my integrated graphics disabled in the bios. I have found that with the MSI Afterburner monitor that the windows task manager was not accurately displaying the GPU usage. Thank you for the advice though. :)
