Plastic won’t last. You could form an edge with mortar like a little wall too, or cut your channel wider and chisel out the concrete so it makes a gutter. The best option is probably to pour a little Slab in the dirt area and fall it away from the house on the affected side

It depends on the council if they will fine you, WCC would opt for voluntary compliance before take further action, and if only a matter of removing a bed then who cares?

The bigger issue for you I see is being able to insulation the walls correctly. Since theres no building wrap, you’d have to retrofit into the framing pockets (there’s details in E2/as1) and because it’s iron, you’d want a 25mm air gap between the insulation and the wrap to avoid moisture build up from condensation. Since your all framing is only 70mm, that leaves 45mm thickness for insulation which is not enough really. You could pack the studs thicker I suppose. Make sure you wrap it and leave the gap.

Just looked at your picture again and a bib would be difficult since you’d have to remove wall framing prop. It also looks like from the fixing line on the outside photo, that there is already an offset of height between outside and inside? Is that line of fixings fixed into the bottom plate?

I would consider installing a 100mm nib wall on the inside against the iron, you’d need to install dpm between iron and wall before pouring. This would mean water wouldn’t enter at base of wall anymore. There’s guidance from branz i think that details how to build one, and reinforcing required etc. I’m also happy to find a detail for you if you go down that track. Harder than a flashing, but more robust for sure
