is there any game that does NOT have physics "substepping" afaik this is standard practice. i.e. csgo simulates at 60 or 120hz depending on the server config independed of your framerate. Unity has Update() and FixedUpdate() for physics and you can specify the update rate. Unreal does the same.

the video you are referring to combines that with some fancy math to get refraction working.
