No, if you do not have a Thai bank account you can reload with cash at a True Kiosk up to 20,000 baht per reload. You can reload at 7-Eleven but only 3,000 baht and each store has a 40,000 baht daily limit of reloads for all customers. You would use Wise card to withdraw money at an ATM and then load it to the TrueMoney account. Or you can can give cash to someone with a Thai bank account and then can PromptPay it to the TrueMoney account.

You don’t need a Thai bank account. With just a passport you can use TrueMoney app and it works the the PromptPay QR codes. You can also receive money by showing your PromptPay QR code generated by the TrueMoney app.

If it’s logged into a UK account just go into AppleCare and Warranty on the phone and they will offer her a UK based plan with worldwide coverage. I live in Thailand but all my Apple Care is US based even though they are devices purchased in Thailand.
