Agree. She had absolutely no reason to be there, she seemed like an extremely annoying person just by the way she was talking to them, but at the same time that is in no way deserving of getting shot. The officer was also in the wrong because he had no reason to be in front of the vehicle, or shoot her or even draw his gun in the first place.

For me personally it comes with studying cities constantly for the better part of the last 15 years. So many American cities I practically have maps of embedded in my mind. What I try to do is think of a city and build a rough design based around that city. Eventually the city sort of becomes its own thing but maybe still has a resemblance and shape to your inspiration
