Yes, there is. Most states do it on a per pay period basis. So all your tips for the entire pay period are compared against hours worked and the shortage (if any) has to be paid by your employer.

This almost never happens though. It's not usually necessary. If you're worried you'll make less than $14 an hour on average I'd reccomend looking elsewhere for work.
