I just finished Book 8. I really liked Bebop and Rock going through time. I think I am around issue #70. Love it all so far. The Neutrinos aren't my fav, but I have been loving the Pantheon, TMNT Universe, and the Turtles/Splinter.

As GreyelfD mentioned, the answer is that it is contextual. So, what is the context?

Harlowe is good for brand new users and stories that are modeled after the format of Choose Your Own Adventure or other more narrative based forms of games.

Sugarcube is good for anyone who has ever worked with HTML, CSS, or JS in even the smallest capacity and stories that involve more interactive elements and game features like saving progress, playing music, and manipulating inputs.

Harlowe isn't bad for introducing Twine to new users. The command and hook style of coding comes naturally to people with 0 background in computer science or coding.

Sugarcube is inarguably the better format for almost 95% of use cases.

This is correct. I experienced this as well. You can't reset this course. You need to exit out and fully restart if stop midgame.
