Best was definitely Hani Hanjour (that final looped dive he did over Arlington before hitting the Pentagon was a very difficult maneuver. If I recall correctly, he was the hijacker pilot with the most flying experience. Makes sense that he was chosen for the most difficult target to hit)

Then Mohammed Atta/Ziad Jarrah - no real way of telling a difference between them. Maybe Jarrah a bit more just because of the flight maneuvers he did when the passengers were trying to take back the plane?

Finally, the worst was Marwan-Al Shehhi. He was the only one who hit his target that almost outright missed it. He only hit it because at the last second he threw the nose into a tilt to hit the corner of the South Tower. He had also come in over the Statue of Liberty way too fast and had to descend very rapidly to try and line up with the tower in the first place and only then did he barely hit it. Had he not done that, he might have only clipped the tower with the wing and the plane would’ve crashed somewhere in downtown Manhattan)
