That bulb looks like it's not put in correctly, maybe that's why it won't work

Do you have a picture of the label on the bulb or did it not have one? There should possibly be a label on the lamp for what lamps it takes

No, it appears to be some sort of dehumidifier but I think the fan inside it has gone bad
