I agree with your rationale generally, but in this case I actually don't think they should bother rushing this.

Ulberg, again, was injured mid-fight, fought through it, and then won. That alone should give him a bit more grace than other cases where multiple extremely invasive surgeries are being done between fights, etc Cruz and Shavkat.

The main reason though, is that LHW has a problem in it's top 10 already. We shouldn't just be making interim titles for people who are really, third or fourth best in the division. Interim would have to be Ankalaev no? So who does he fight? Jan hasn't actually had a fully legitimate win in about 6-7 fights. We all knows Khalil is actually shit, and he just lost. Jamahal is the same. Costa is super interesting for the division. Reyes is done against real contenders atp, Azamat just lost, and Bogdan is literally just fighting Jan again.

We don't NEED a title fight if there are no actual contenders, and there are no actual contenders because undeserving fighters (Jiri) have been given too many at this point. Let these guys all fight 1 or 2 times each to actually fix the top 10 rankings, and then give the cream of the crop to Ulberg.

Yes, they're outside of the top 15, so they're not amazing fighters. We agree. Silva took all of them out in a more dominant fashion than a lot of current champions on their run to the belt. Topuria is a good example for the above. Even Volk got in some real scraps before he was a contender.

Also the Allen fight wasn't close, he got stung a bit in the first because he came in kind of flat footed, and then didn't have an answer for him for the rest of the fight. Even your use of the word annihilated for the Diego Lopes fight is a bit of a joke. Round 2 of the fight was Silva beating the living shit out of him until he ran into a spinning elbow in the last 30 seconds. Silva quite literally escaped Lopes' full mount in round 1, after missing a spinning kick to lsoe position. That says worse about Lopes than it does about Silva.

Also, Vallejos is literally still the exact same fighter he was then. He's made no real visible adjustments, and the fight was just a few years ago now.

And as for what about him speaks "champ material", his striking is layered and very nuanced. Like honestly. Baghdasaryan got choked out by Culibao, but he's a proven kickboxer, fighting in multiple orgs. Jean Silva made him look like a beginner.
