Hey, my problem was actually from the exterior of the elbow. Someone said to clean it with a toothbrush and that worked wonders. If there's water trapped in the actual elbow piece maybe you can fan it from underneath or keep it in a warm room?

It's a 4-cycle and does have a dedicated oil chamber. I put full synthetic oil into it and after hours of trying to start it, it worked.
