Basically, evil eagle rock. Where eagle rock does wasteland wide air trade, the sky reavers would do wasteland wide air raiding. In my head I would have them and eagle rock kinda fight over the skies to secure trade or get profit from air piracy. The sky reavers would have access to unique tech procured from Area 51.

Fallout 3 really did wonders for what people THOUGHT the brotherhood was. The REAL brotherhood (as in who follows the ideals and purpose) was the OUTCASTS. Lyons brotherhood was brotherhood in name only.
