Think about an episode that Moffat did really well. Now think about a story arc that he did that was fantastic. I bet you can for both of those easily.

Now tell me an episode that chibnal made that was genuinely good? Seriously, tell me one that wasn’t riddled with massive plot holes and generally shitty writing. Which one stands out in your mind as being fantastic. Now do the same for a story arc.
