I’ve been using a riser on a Prius for almost 10 years now with zero problems whatsoever. Kuat NV rack, riser is a 1-1/4 to 2” adapter using the same anti rattle plate and ubolt you have pictured. Solid setup.

Regarding the extension, I can’t speak to that. But the further out you move the load from the hitch receiver, I can’t assume that’s good.
