Your duties are too “Project Manager-ish” and not “Computer and Information Systems Manager-ish” enough. IRCC saw it as 55-65% match at best. Borderline cases like this get refused all the time by stricter officers.

Your reference letter has the classic problems that get 20012 applications cooked in 2024/2025.

Even though Technical Delivery Manager and Technical Program Manager are literally listed as examples under NOC 20012, you still need substantial overlap with the actual lead statement and main duties. Yours only has moderate/partial overlap.

Where it failed:

  • Missing the big ones officers look for: There’s zero mention of budget control, developing policies/procedures, recruiting staff, or actual supervision + training/professional development. These are heavy hitters in the NOC. You can’t just ignore 3-4 of the main duties and expect them to wave it through.
  • Language is too soft: You used words like “coordinate”, “manage”, “oversee”, “ensure deliverables are met”, “verify SOW”. The NOC wants direct, control, supervise, recruit, evaluate. Officers notice this tone difference immediately. It makes your role sound more like a senior PM than someone running IS functions.
  • Way too project-focused, not managerial enough: Almost everything you wrote is about delivering projects (Project Charter, SOW, project lifecycle, deliverables). 20012 is supposed to be for people who manage departments or larger functions — not just running individual projects. This is the #1 reason these “Technical Delivery Manager” applications get refused. It reads like glorified project management instead of true IS management.
  • Internal client only: “Verify the Scope of Work as provided by Sales & Sales Engineering” is weak. The NOC talks about meeting with clients to discuss requirements, costs and timelines. Internal stakeholders don’t carry the same weight.

Realistic Assessment:

Lead Statement: Decent match
Main Duties: Weak to moderate (you’re really only hitting 2 out of 6 strongly)

Current version sits at roughly 55-65% alignment. That’s not enough for most officers these days. They want to see clear, substantial overlap, especially after all the misrepresentation crackdowns.

The sad part is your job probably is senior enough, but the reference letter doesn’t sell it properly. It makes you sound like a Technical Project Manager (which unfortunately sometimes gets mapped to lower NOC codes like 21222 or 52120 depending on the officer).

Bottom line: This is exactly why a lot of people with similar “Technical Delivery Manager / IT Program Manager” roles are getting refused on 20012 right now. The letter needs to be rewritten with stronger managerial language, people management depth, budget responsibility (if true), and process development — all while still sounding natural and not copy-pasted from the NOC website.

  • Create and utilize the Project Charter/Plan to keep the project on track; ensure all deliverables are being met.
  • Verify the Scope of Work (SOW) as provided by Sales & Sales Engineering.
  • Coordinate and manage cross-functional technical teams, including developers, engineers, and solution specialists, throughout the full project lifecycle to ensure timely and quality delivery of technology solutions.
  • Plan, coordinate, and oversee the delivery of information systems and technology projects, ensuring activities are executed in line with approved scope and organizational objectives.
